Strategic plan

PARJE adopts a 2020-2024 Strategic Plan which is a reference document for all the interventions to be carried out from 2020 to 2024. The interventions provided for in this Strategic Plan constitute a response to the needs of PARJE members and the populations that he volunteered to serve.
This 2020-2024 strategic plan was drawn up, dated October 9 to 11, 2019, in a participatory and inclusive manner.
Its development adopted a methodology focused on the participation of PARJE members. The work began with a situational analysis using a participatory methodological approach facilitated by an external consultant, with the use of the SWOT analysis tool (Strength, weakness, opportunity, threat) for the analysis of the environment and capacities of this organization.

Our strategic plan defines: (i) the identity data of PARJE, (ii) the strategic vectors, (iii) the strategic direction, (iv) the results framework, (v) the implementation framework, (vi) the monitoring and evaluation mechanism and (vii) resource mobilization and management. The strategic plan is supplemented by a results framework and an estimated budget.
The complete document of PARJE’s 2020-2024 Strategic Plan is structured around eleven parts:

It should be noted that the intervention priorities retained are as follows:
1. Community engagement in entrepreneurship
2. Strengthening of technical, entrepreneurial and managerial capacities
3. Support for entrepreneurial initiatives
4. Communication, advocacy and lobbying
5. Institutional capacity building and partnership development

– The sixth part details the results framework of the strategic plan. It highlights, in a synoptic table, the priorities, specific objectives, expected results, activities, indicators and annual targets.

– The seventh part describes the framework for implementing the strategic plan. The areas of intervention are defined as well as the target groups, the actors involved and the risks associated with the implementation of this strategic plan.

– The eighth part deals with the monitoring-evaluation mechanism. It highlights the relevance of monitoring activities in progress and an evaluation (mid-term and final) of what has been carried out.

– The ninth part returns to the mobilization and management of resources. It provides guidance on the mobilization of resources (internal and external). The total amount of the budget to be mobilized for the entire strategic plan is 3,454,435,002 FBU, or the equivalent of 1,867,262 USD.

– The tenth part relates to communication, advocacy and lobbying. It reiterates the interest in developing an information and communication system and making greater use of new information and communication technologies.

– The eleventh part details the estimated budget to be mobilized for the implementation of the 2020-2024 strategic plan.
The start of the implementation of the strategic plan was conditioned by the validation by all the members of PARJE in a workshop organized for them.
